Find the Provider for the Exact Address

  1. Check the housing terms, move-in pack, unit notices, and any named building provider.
  2. Ask the landlord, manager, or housing operator to confirm electricity, gas type/provider, water billing, hot water, and cooking equipment.
  3. Use the municipality's official site to identify the water authority. A building may bill water itself.
  4. If the electricity contract will be in your name, check that a retailer serves the address and appears on the current government registered-retailer list. Retail choice exists, but the Agency for Natural Resources and Energy notes that a whole-building contract can limit it.
  5. Verify the provider's domain or contact details before entering identity or payment information. A search ad, referral, unsolicited call, or door-to-door visitor does not prove assignment to the home.

Do not assume a residence card, hanko, Japanese phone, bank account, card, or deposit is always required. Check the exact application and ask the provider what to do if your preferred option is unavailable.

Electricity: Start the Right Kind of Contract

  • Confirm that you, rather than the building, should hold the retail contract.
  • Use the retailer's move-in/start form. A supplier-switching form is for changing retailer at the same supplied address; the government's switching guide asks for existing-account identifiers that a first-time start may not have.
  • If you can choose a plan, compare service area, term, charges, market-linked or bundled elements, cancellation, payment, support, and first-bill delivery. This guide does not rank retailers or predict bills.
  • Follow the provider or housing instructions for the distribution board; a visit may be needed.
  • Contact the retailer about the contract or bill and the local network operator for an area outage or network hazard. For a shock, sparks, burning smell, or damaged equipment, stop using or touching it and follow the property's or provider's emergency instructions.

Check an imported appliance's rating against the address's voltage, frequency, and provider instructions. As a regional example, TEPCO's English FAQ specifies 100V/50Hz in TEPCO Power Grid's transmission and distribution area—not all Japan. A matching plug or adapter does not prove compatibility.

Gas: Confirm the Type and Book the Opening

Establish whether the home uses city gas, LP gas, another system, or no gas. Confirm the provider and specification before buying or using an appliance. City-gas and LP-gas equipment is not interchangeable; the Immigration Services Agency's Guidebook on Living and Working says equipment must match the gas type.

Use the provider's start procedure. Ask:

  • whether the contract holder or an authorized adult representative must attend;
  • what access and installed or furnished appliances the technician needs;
  • what the technician will inspect and start; and
  • which number is the local emergency contact for this address.

Tokyo Gas, for example, requires a customer or representative at opening while its technician tests ignition and explains safety. Rules differ. Do not open a valve, connect or convert an appliance, test for a leak, or repair gas equipment.

Gas may power hot water, cooking, both, or neither. Confirm the installed systems.

If you smell gas: Do not use a flame or operate electrical switches. Move away and follow the actual local gas network or provider's emergency instructions. The Tokyo Gas Network warning supports these precautions in its area, but its phone number is not a national gas number. Do not investigate the source yourself.

Water: Use the Local or Building Process

Identify the municipal water bureau, local water-supply business, or building-side billing arrangement for the exact address. Complete its current start procedure even if water already flows. Confirm whether sewerage appears on the same bill, how meters are read, which payment methods are accepted, and who handles a leak inside the unit versus a building-side or public-system problem.

Local pages show why the address matters. The Tokyo Waterworks application covers the 23 wards and specified Tama municipalities, not every Tokyo address or all Japan. Osaka City uses its own start, payment, stop, and leak routes. Find the authority for your home.

Follow property or water-authority directions for shutoff valves and leaks; do not guess who owns a pipe or meter.

Keep this record securely, fill it only from confirmed details, and never send completed identity, account, meter, or payment records to Omnishoku.

Check the first bill's name, address, plan, usage period, charges, payment method, and due date. Fixed and usage-based components and payment routes vary. Do not assume monthly billing, overseas-card acceptance, or convenience-store payment.

Add deposits, first bills, and recurring utility categories to your moving budget. If account access depends on mobile data, calls, or SMS, handle that separately with the Japan phone and SIM setup guide.

Avoid an Unwanted Switch or Sales Contract

Before agreeing to electricity or gas service:

  • identify the contracting company and verify its official site or registered details;
  • read the plan, all charges, contract term, cancellation conditions, and written disclosures;
  • keep the contract document and every confirmation; and
  • do not show a bill or share a customer or supply-point number with an unverified salesperson.

The National Consumer Affairs Center's English warning describes door-to-door approaches that claim to represent the whole building and seek information from a meter-reading slip. Confirm any such claim with the landlord or manager. For an unresolved electricity or gas sales or contract concern, first contact the contracting company. The Electricity and Gas Market Surveillance Commission's consumer Q&A provides information and a consultation route, but the commission says it does not mediate or arbitrate individual disputes.

Moving Out or Moving Within Japan

New-address service does not necessarily close an old account. For each utility:

  1. Use the correct stop, transfer, or new-address procedure—not a same-address switch.
  2. Give addresses and dates only through the official channel.
  3. Confirm any old-home gas or meter access.
  4. Save the stop confirmation and final meter or bill record.
  5. Keep payment and contact routes active through the final bill.
  6. Check for contract-specific cancellation charges.

Returning keys, filing a municipal moving notice, or signing with a provider at the new home does not by itself prove that the old accounts are closed.

Do not use an ordinary billing contact as an emergency line, and do not use a Tokyo or Osaka number for a home outside that operator's stated area.

FAQ

Are electricity, gas, and water included in Japanese rent?

Sometimes, but housing type does not decide the answer. Check the signed terms and ask who holds and bills each contract. Managed housing may bundle one service and leave another to the resident.

How early should I arrange utilities?

As soon as the address and key date are stable, check each provider's current lead time. Check gas first because opening may require an appointment; there is no national deadline or guaranteed activation time.

Can I choose my electricity or gas company?

Possibly. Choice depends on service area, whose name holds the contract, property terms, a whole-building arrangement, and the gas system. Confirm those facts before comparing plans.

Do I need a Japanese bank account or credit card?

Not as a universal rule. Payment methods and first-bill fallbacks differ by provider and contract. Check the exact application before opening a bank account or card solely for utilities.

Do I need to be home when the gas is opened?

Many provider-led gas openings require the customer or an authorized representative because a technician needs access for safety work. Confirm who may attend and what access is required with your actual provider.

Why is the water running if I have not registered yet?

Water flowing does not prove that the account or billing arrangement is complete. Identify the local authority or building process and submit the required start notice.

Is hot water controlled by the gas account?

It may be, but some homes use electric or other water heating. Ask what equipment is installed and which service powers it before move-in.

What must I do with utilities when I move out?

Check and complete each provider's stop or transfer process, arrange any required access, keep confirmations, and leave a payment route open for the final bill. A key return or municipal moving notice is not a utility cancellation.
