Foreign Driving License Conversion in Japan: Documents and Local Steps

Quick answer: Start with the prefectural police licensing authority for your Japanese address. Check its instructions for your license's actual issuer and class, prepare the evidence, and arrange the initial screening appointment. Knowledge and driving-skills checks may apply; a later skills appointment can be separate. This process is 外免切替 (gaimen kirikae), foreign driving-license conversion.
This guide uses Tokyo's ordinary-car process for adult foreign residents registered in the municipal resident system as its main example. Elsewhere, use your own authority's procedure. The National Police Agency (NPA) guidance provides the national starting point. Official instructions were checked on October 19, 2026; recheck booking notices before arranging travel.
What Should You Do First?
On a phone, scroll tables sideways to read each column.
| Your situation | Next action and responsible source |
|---|---|
| Preparing an ordinary conversion | Find your prefectural police through the NPA directory, then open its foreign-license conversion instructions. |
| First-acquisition date or time in the issuing jurisdiction is hard to prove | Ask the licensing center which records it needs before paying for additional documents. Check the issuer-specific requirements. |
| Your license issuer may qualify for assessment exemptions | Read the local exemption list and ask which checks apply to your class and history. Prepare for document screening regardless. |
| Residence category, past Japanese license, or acquisition history is unusual | Explain the details to the licensing center; ask which procedure applies before booking. |
| Unsure whether you may drive while waiting | Check the NPA's separate driving rules. Ask police about unresolved conditions before driving. |
Keep the license-issuing country or region separate from your nationality. Record the state or province where relevant, the license class, first acquisition date, renewal history, and expiry date. Those facts make a useful inquiry; “I am Canadian” or “I moved from the United States” leaves key licensing questions unanswered.
National Conditions, Local Instructions
The NPA's conversion guidance requires evidence of at least three months in total in the issuing country or region after acquiring the license. Apply in person through the authority responsible for your Japanese address. These are baseline conditions; meeting them does not establish approval.
Foreign applicants outside resident registration generally cannot apply, apart from defined exceptions. A hotel address or passport alone does not provide a tourist conversion route. Kanagawa's residence-category notice explains this distinction. Refer exceptional categories to police.
Use the prefectural-police finder to reach the official site. Look for “foreign license conversion” or 外国免許切替, then identify:
- The center handling your issuer and license class.
- The common checklist, issuer supplements, and current notices.
- How to reserve the next stage, with its contact details and languages.
Save those links with the date you checked them. If an older procedure page and a newer notice differ, identify the affected stage and ask the center which instruction to follow. Avoid combining instructions from different prefectures into a single application plan.
For new arrivals, coordinate this with the first-month resident checklist. If moving within Japan, use the address-change guide for municipal and account tasks, and ask the licensing authority how the move affects your application.
Prepare The Evidence: A Tokyo Example
Read Tokyo's common document checklist, all three pages together with its country-specific document list and Notes. The table below organizes preparation for the resident example; it is not an exhaustive national application list.
| Item | Purpose or check |
|---|---|
| Original foreign license | Valid physical card or paper license; electronic-only is insufficient. Bring older licenses if held. |
| Accepted Japanese translation | Use a provider accepted for your issuer in Tokyo's checklist. |
| Acquisition history | Establish the first acquisition date for each relevant class, including records missing from the current card. |
| Evidence of time in the issuing jurisdiction | Bring current/old passports and the additional records specified for your issuer and history. |
| Resident record (jūminhyō) | Municipality-issued certified record, issued within six months, with the specified foreign-resident particulars and without your individual My Number. Photocopies are unacceptable. |
| Identity documents | Check the center's identification requirements; prepare your passport and residence card for the inquiry. |
| Application photograph | Check size, age, and format before attending. |
| Japanese license, if held | Include current or past Japanese licensing documents, including a My Number Card storing license details where applicable. |
| Applicable fees | Check application and issuance charges for your case; budget separately for translation and supporting records. |
Tokyo's foreign-resident particulars include nationality/region, residence status, authorized period of stay and expiry date, and residence-card or special permanent resident certificate number. When ordering the record, show the municipality the police checklist. A certified “copy of the resident record” is an officially issued document; photocopying one does not produce another certified record.
For the photograph, NPA application guidance specifies 3 cm high by 2.4 cm wide, taken within six months, with its stated pose and background conditions.
Missing Dates Or Passport Stamps
A renewal date on a current card may leave the original acquisition date unproven. Automated gates or travel without entry/exit stamps can also leave gaps. Tokyo's issuer supplement, including its evidence section describes additional records, such as licensing histories, entry/exit records, and documents showing employment or attendance periods.
Find your issuer's actual row and read its conditions. Before ordering, ask which authority must issue the record, what dates it must show, and whether a translation or authentication is required. A document's title alone does not establish that it proves your history. Identify the missing period in your private notes so the center can answer a specific question.
Tokyo's Notes also distinguish conversion evidence from history used for other conditions, such as exemption from the beginner-mark obligation. Do not assume evidence of the minimum conversion period settles every later condition.
Getting The Translation
JAF is one accepted provider; check the police list for the options covering your issuer. JAF's dedicated application instructions in Japanese currently describe an online application accessible from a Japanese network and collection by printing at a convenience store in Japan. Follow those service instructions for payment, required images, and printing.
These are JAF's arrangements. Other accepted providers have their own instructions. Keep translation-service questions with the provider and licensing decisions with police. A translation does not guarantee conversion or establish that you may drive now.
Tokyo: From Initial Screening To Issuance
Use the Tokyo Metropolitan Police conversion page for the current center, booking, qualifications, and fee instructions.
- Match the center to your case. Fuchu and Samezu handle all foreign issuers; Koto handles the listed group exempt from both knowledge and skills checks. Confirm your branch before arranging the journey.
- Reserve the initial procedure. Follow the appropriate booking category in the comparison below. Gather the common and issuer-specific documents first, and record what the reservation actually covers.
- Attend screening and applicable aptitude checks, such as eyesight. Bring the requested documents and arrange interpreting help if needed. Ask beforehand about age/class requirements, medical or eyesight concerns, and previous Japanese licensing history. Let the center resolve exceptional cases.
- Complete the checks that apply. Where knowledge confirmation is required, the current NPA circular, printed page 9 specifies 50 written questions, with at least 45 correct. Follow the center's instructions for any later skills appointment and documents to bring again.
- Follow issuance instructions. Ask what remains outstanding, which charges apply, and when and how to receive the license. Check the issued vehicle class, restrictions, and validity before using it.
Does Your Issuer Qualify For Exemptions?
Tokyo's current issuer list places Canadian-issued licenses in the group exempt from both checks. It distinguishes U.S. states: Washington is in that group, while Indiana is listed for skills exemption only. These examples concern the license issuer, not the holder's citizenship. Have the center confirm the treatment of your actual license and history.
Exemption from particular assessments leaves document screening and other applicable requirements in place. It does not promise automatic issuance.
Tokyo And Kanagawa: Book By Stage
| Stage | Tokyo example | Kanagawa example |
|---|---|---|
| Initial screening/procedure | Web booking for the ordinary route; separate telephone categories are listed. Check the Tokyo procedure. | The conversion page directs applicants to arrange the screening reservation at foreign-license counter No. 12. Its consultation phone has separate instructions. |
| Later four-wheel skills check, if required | Separately reserved; unavailable on the initial reception day. | The newer licensing index suspends online booking from August 31, 2026 and directs this stage to counter/telephone booking. |
Kanagawa's February 6 conversion page still mentions online or telephone skills booking. The September 24 index gives the newer, narrower four-wheel notice. Reading them together, use that notice for the later four-wheel skills stage and confirm the current arrangement before traveling. This comparison does not establish a nationwide booking change or slot availability.
Plan Before Relying On A Car
Copy this worksheet into your private notes. Leave unknowns marked “ask the center” rather than filling them with an estimate from another applicant's experience. Keep personal documents with you and the legitimate receiving authority or provider; do not send them to Omnishoku.
| Planning item | Your record |
|---|---|
| Responsible authority | Prefecture, center, procedure/notices URLs, contact, and source-check date: ____ |
| License and dates | Issuing country/region and state/province, class, first acquisition, renewals, and expiry: ____ |
| Evidence still needed | Missing fact/period, document, issuing office, and center's requirements: ____ |
| Next appointment stage | Screening, knowledge, skills, or issuance; booking route, confirmed date, and unresolved steps: ____ |
| Language arrangements | Available language, interpreter requirements, companion, and arrangements for later visits: ____ |
| Expiry concerns | Foreign-license expiry, relevant residence/document dates, and questions answered by the center: ____ |
| Fees to confirm | Application/issuance, translation/printing, records/authentication, travel, and any further attempt: ____ |
| Transport backup | Non-driving route to work and appointments, journey time, cost, and person to notify if plans change: ____ |
Before choosing a home around a driving commute, check a workable train, bus, walking, or other non-driving route at the hours you actually need. Use the apartment-rental guide for housing decisions. Keep the conversion schedule conditional until the remaining stages are clear; a reservation confirms an appointment, not a license issue date.
Can You Drive While Waiting?
Booking or applying does not extend existing driving permission. The NPA's driving guidance separately explains accepted document types, duration limits, and re-entry conditions. Ask police about your documents and travel history if unclear. Use the transport backup until permission is established; this guide cannot calculate an individual driving deadline.
Problems And The Right Contact
- Eligibility, evidence, booking, expiry, or assessments: contact the responsible licensing center. Describe your issuer/class, relevant dates, Japanese address, and the specific uncertainty.
- Translation application, payment, or printing: contact your chosen translation provider through its official service instructions.
- Finding the office or communicating: use the foreign-resident help directory to find language and navigation support. Support services do not decide licensing eligibility.
For an initial inquiry, prepare a short question:
My license was issued by [authority] for [class]. I live in [prefecture]. I need to confirm [missing evidence or procedure stage]. Which documents should I prepare, and how do I arrange the next appointment? I need help communicating in [language].
FAQ
What If My Foreign License Expires Before The Skills Check?
Tokyo's common checklist requires it to remain valid for that check. Contact the center before relying on a booking beyond expiry. Renewal can also mean preparing a new translation and supporting documents; confirm what must be replaced.
How Long Does Conversion Take, And What Is The Total Cost?
Build your plan from your center's appointments and remaining requirements. Use its current fee instructions and your provider's quote to fill the worksheet. This guide gives no national wait or fixed total: document requests, assessment stages, further attempts, and travel change the plan.
Which Rule Changes Do Older Guides Refer To?
The tightening described in Kanagawa's notice and its assessment-change text began on October 1, 2025. The NPA's January 8, 2026 operational circular, listed in its current traffic circulars, operates from April 1, 2026 and replaces the September 2025 circular. Neither date is an October 2026 national reform announcement.
