See dated source notes below for the scope of each check.

Quick answer: Ask your building manager what internet service your exact apartment already includes and how to start using it. If you need a separate service, check availability, the full contract, and who handles any work permission before ordering. Keep a temporary connection until the home service works. These checks also apply when moving within Japan.

What Does Your Building Already Provide?

Start with the lease and move-in instructions. Use the building name and room number in every inquiry. On a phone, scroll tables sideways if needed.

For lease terms and management contacts, use the apartment-rental guide. Electricity, gas, and water have their own utility setup steps.

What Do “Internet Ready,” “Included,” And “Free” Mean?

Treat listing labels as clues:

  • インターネット対応: internet infrastructure is available; check whether you still need a contract and work to the unit.
  • インターネット完備: service is described as arranged; ask for the actual start instructions and supplied equipment.
  • インターネット無料: internet is advertised as free; confirm which service and charges are included in your housing agreement.

UR's January 2022 housing explanation describes these distinctions. The labels alone do not settle your unit's arrangement. Ask management to confirm the charges, registration steps, equipment you must supply, and support route. A wall socket also leaves the account and activation questions unanswered.

Identify The Line, ISP, Seller, And Wi-Fi Equipment

When someone offers “internet,” ask what the offer contains:

  • Access line: the external connection serving the home, such as fiber (光回線, hikari kaisen) or cable internet.
  • Internet service provider (ISP / プロバイダ): the service connecting you to the internet over that line.
  • Contracting company and seller: identify the business supplying the agreement and any sales agency taking the application.
  • Home equipment: establish who supplies the connection device and Wi-Fi router, and whether each is included, rented, or purchased.

Access and ISP arrangements can be separate or bundled, as UR explains. For a specific separate-service example, NTT West's FLET'S Hikari Next disclosure requires a compatible ISP contract and its charges. That example applies to the named NTT West service; ask what your proposed package covers.

Write down who bills each component and which support desk handles it. Buying a Wi-Fi router does not complete these service arrangements. If a salesperson claims to represent your existing supplier, check through that supplier's official contact before agreeing to a change. NCAC's July 2026 warning describes misleading supplier identities and unwanted options in fiber sales.

Check The Apartment And Permission For Work

Give the proposed provider the full address, building name, room number, and any internet instructions management supplied. Ask management and the provider to resolve these points together where necessary:

  • Existing service: Which connection and equipment serve this unit? Can the proposed product use them?
  • Proposed work: What work, if any, is needed inside the room or elsewhere in the building? Obtain the provider's explanation for management.
  • Consent: Who must approve that work, who obtains permission, and how will approval be recorded?
  • Access: Who arranges entry to locked common areas, and who will attend each required appointment?
  • Equipment: What arrives, where is it delivered, and who handles setup?
  • Dates: Which appointments and service-start date are confirmed, and what remains conditional? Who contacts you if the plan changes?

The process depends on the product. NTT West's May 29, 2026 FAQ says using its family-type fiber service in an apartment requires owner or management association consent and a feasible fiber route; building structure can still prevent provision. NURO Hikari's consent instructions address permission and locked common-area access, while exempting certain building plans from the customer arranging consent, subject to building circumstances.

Confirm the responsible person for your plan. Follow management's and the provider's instructions for any installation; refer changes to the proposed work back to them before it proceeds.

Choose A Connection Route And A Temporary Bridge

Compare options available at your address against what you need: video calls, work access, uploads, streaming, or several people connecting together. Ask about any restrictions affecting those uses.

Route to investigateQuestions before relying on it
Existing building serviceHow do I activate it? What equipment, support, and use restrictions apply? Does it meet my household's needs?
Available fixed line, including fiber or cableIs this product available to this unit? What permission, work, ISP arrangement, equipment, and start date apply?
Mobile-network home routerIs my address eligible? What coverage and use restrictions apply? What does the device cost, and what happens if I move or cancel?
Temporary phone data/tethering or rental deviceDoes the plan permit the intended use and enough data? When does it start, renew, and end? What delivery and return arrangements apply?

For phone-data and tethering checks, use the resident phone and SIM guide. Confirm the particular product's data limits, speed restrictions, rental extensions, and support before relying on it through a delay.

Check portability separately. For example, SoftBank Air's moving instructions require an address change procedure and restrict use to the registered home address. Its rules are specific to that product. A home router's lack of physical line work does not answer the cost or exit questions: the SoftBank Air product page lists device purchase/installments and rental separately from service.

For performance claims, ask what the quoted figure measures. NTT West's FLET'S Hikari Next disclosure says its advertised maximum speeds do not indicate actual connection speed. Base your choice on the available service and your intended use.

Read The Full Cost And Contract Before Agreeing

Request the explanation and complete quote through the chosen application channel. Read them before agreeing; ask for clarification or language help where needed. Separate the service you want from optional phone, video, security, or support products. NCAC advises consumers to check the business, service, and explanations, then inspect contract documents promptly when received.

Copy this worksheet into your private notes. Fill in amounts from the actual quote, with tax treatment and charge dates. Ask the seller to identify any missing component.

Ask for an itemized answer to “What would I still owe if I left earlier than planned?” Check unpaid work and device balances, the effect of ending discounts, optional services, and equipment obligations. Add the actual commitment to your moving and household budget.

Recheck announced changes within your intended stay. For example, the SoftBank Air page, checked October 18, 2026, announces a December 2026 price revision. Record the applicable dates from your own quote instead of copying a headline monthly price.

Apply, Read The Documents, And Confirm Activation

Use this sequence with the provider's instructions; permission, feasibility, and application checks may overlap.

  1. Confirm the application requirements. Ask the chosen channel which documents and payment methods it accepts for your circumstances. Resolve the worksheet's unanswered questions before agreement.
  2. Review documents as soon as they arrive. Compare the named company, service, options, prices, and cancellation instructions with what you accepted. Save the documents and their receipt dates. Raise discrepancies immediately, even if installation is still ahead.
  3. Coordinate the confirmed appointments. Complete the consent and access arrangements above. Record attendance requirements, equipment delivery, the start date, and who to contact about delays.
  4. Follow the official setup instructions. Keep the account and ISP information needed for your product. NTT West's application-to-use guide, for example, separates application, mailed service documents, installation/device setup, and use.
  5. Check ordinary use before ending the bridge. Confirm internet access on your normal devices and try the tasks you need. If setup fails, contact the named support desk. Then arrange the temporary product's end or return under its own terms.

Ask for your actual activation date. Confirm whether a quoted date covers equipment delivery, installation, or usable service, and which steps remain. Keep the bridge extendable if a start date remains conditional.

If The Agreement Is Unwanted Or Different From The Explanation

Contact the contracting business promptly and keep the communications. If the agreement is unfamiliar or a deadline is unclear, seek consumer help promptly too.

Early fiber cancellation: NCAC's July 1, 2026 report, printed page 4, explains that a fiber service contract can be ended without a midterm cancellation penalty by sending written notice by day eight, counting receipt of the contract document as day one. Administration charges, service already used, and completed-work costs can remain. Confirm the written procedure promptly; a phone inquiry alone does not replace the notice. NTT West's FLET'S Hikari Next disclosure also describes written early cancellation and remaining work/use charges for its service.

Ordinary termination follows the relevant contract terms. Check optional services and equipment agreements individually rather than assuming the fiber notice ends them all. Keep proof of the required notice or procedure.

The Consumer Affairs Agency's Consumer Hotline 188 routes callers to local consumer consultation services. Consultation is free; call charges apply once connected. Some phone types require direct contact with the local center. Check that center's language and access arrangements; the foreign-resident help directory can help you find a suitable support route. Continue checking any required deadline while seeking help.

Keep A Private Account And Exit Checklist

Save the agreement, explanation, quote and receipt dates, account/support details, installation confirmation, and equipment inventory privately. Keep credentials secure. These records help with faults, unexpected bills, and the next move.

Before moving or ending service:

  • Ask whether you need a transfer or a service stop, and confirm the new address's availability before relying on a transfer.
  • Identify every separate access, ISP, optional-service, and equipment agreement that needs action. Confirm end dates and remaining charges.
  • Match equipment to its owner and return instructions. Confirm recipients, deadlines, removal arrangements, and any requirements from management.
  • Keep cancellation/transfer confirmations, return tracking and receipts, and a working contact and payment route for final bills.

For a concrete example, the SoftBank Hikari section of SoftBank's post-cancellation FAQ says outstanding construction charges can continue after cancellation and NTT-supplied and SoftBank-supplied equipment need separate returns. Follow your product's current instructions.

Coordinate wider address-change tasks or the leaving-Japan checklist separately from ending this connection.

Frequently Asked Questions

Can I Use An Existing Internet Socket Immediately?

Ask management which service it belongs to and whether this unit needs an account, registration, equipment, or activation. Follow the supplied start instructions once those questions are resolved.

Do I Always Need Landlord Permission?

Check the exact building and proposed work with management and the provider. The named installation examples above have different consent arrangements. Confirm who handles permission before scheduling work.

How Long Will Home Internet Setup Take?

Ask the provider which checks remain and when service can actually start at your unit. Plan the temporary connection around that confirmation and ask how delays will be communicated.

Does Cancelling Service End Every Charge?

Check the worksheet's work, device, optional-service, and return entries. Obtain confirmation for each relevant agreement and review the final bills.
